Good proposal planning starts with understanding the RFT

Taking the time to plan your content is important to the success of your proposal. To do this properly, you need to make a concerted effort to really understand the RFT.

This is not as easy as it sounds.  Requests for Tender (RFTs) are not a perfect source of information.  Many RFTs lack key operational data about the size, shape and volume of the purchase, which makes it difficult to formulate a response unless you are the incumbent.  Not all RFTs are well written or well constructed, which makes the task even harder for bidders.
